After 32 years of service in the Department of Veterans Affairs, Mr. Lemmon has joined Grace and Associates as Senior Advisor, VA Contracts. Mr. Lemmon is a FAC-C Level III certified contracting professional and is an expert in the Veterans First Program. In his last position as the Executive Director of Procurement for the Veterans Health Administration, Mr. Lemmon provided strategic leadership and oversight to VHA’s Acquisition workforce of approximately 2800 employees, was responsible for providing acquisition support services to VA Medical Centers across the United States and he managed approximately $14 Billion in annual contract awards.

Mr. Lemmon’s prior experience with the VA includes serving as the Acting VHA Chief Procurement and Logistics Officer; Acting VA Senior Procurement Executive; Acting VHA Deputy Chief Procurement Officer; Director, Service Area Office Central; Deputy Director, Service Area Office Central; Director of Contracting, Network Contracting Office 15; Contracting Officer for High Tech Medical Equipment, VA National Acquisition Center; Contracting Officer for Federal Supply Schedules, VA National Acquisition Center; Chief of Purchasing and Contracting, VA Medical Center, Indianapolis, IN; various VA Medical Center Contract Specialist assignments; and Chief of Veterans Canteen Service at Amarillo, TX and Leavenworth, KS.

During his tenure with the VHA, Mr. Lemmon led many of the acquisition transformational initiatives that occurred.  These initiatives included the development of an organizational structure for VHA Network Contracting Activities and developing and implementing special authorities for prosthetics purchasing agents. Mr. Lemmon also supported VA’s supply chain modernization efforts, including developing the Blanket Purchase Agreement acquisition strategy that is currently deployed to support VA’s Medical and Surgical Prime Vendor Program.
